Meaning
尽管 is a conjunction meaning “although”, “though”, “even though”, or “despite”.
The first clause states a real fact or existing situation; the second presents an unexpected or contrasting result.
The second clause is often introduced by: 但是 — but 可是 — however 却 — yet 还是 — still
