Meaning
在……看来 gives someone's viewpoint or opinion: “in someone's opinion”, “in someone's view”, “from someone's point of view”. It is a parenthetical, and the opinion itself follows it.

Expressing an opinion
在很多人看来，听流行音乐仅仅是年轻人的爱好，其实现在不少中老年人对流行歌曲也很感兴趣。
In many people's view, listening to pop music is a young person's hobby. In fact plenty of middle-aged and older people are keen on pop songs nowadays.
在我看来，比赛结果并不是最重要的，在参加比赛的过程中使自己获得提高更重要。
In my view the result of the contest is not the main thing — what matters more is improving yourself in the course of taking part.

你觉得在选择职业时，收入重要吗？
Do you think income matters when choosing a career?
在我看来，赚钱多少不是最重要的，兴趣才是关键。
The way I see it, how much you earn isn't the main thing — interest is what counts.
在……看来 vs. 我认为
在我看来，这个工作很有意义。
In my view this job is very worthwhile.
我认为，这个工作很有意义。
I think this job is very worthwhile.

Careful: 在……看来 and 对……来说 (unit 5) are not the same.
在……看来 → whose JUDGEMENT it is: 在我看来，这个工作很有意义。
对……来说 → who it MATTERS to: 对我来说，这个工作很重要。
Remember:
在……看来 = in someone's opinion, in someone's view.
What follows 在 names whose view it is.
看来 here does not mean “it seems” but “in the eyes of”.
It normally opens the sentence.
